Fire Equipment & Apparatus Sustainability/Improvement Fund & Policy – Draft Plan

The Fire Equipment & Apparatus Sustainability/Improvement Fund & Policy may be used for the following purposes only 1) Capital Improvement Projects located within the Colchester Fire Department, including materials, technical expertise or consultant services, and/or labor necessary to conduct said projects and the 2) Acquisition of specialized equipment & apparatus necessary and directly related to the needs of the Fire Department as determined by the Colchester Fire Department Chief.

Fund expenditures, as recommended by the Colchester Fire Department Chief, can be appropriated and approved by the Board of Selectmen. It is Strongly Recommended that the Fire Equipment & Apparatus Sustainability/Improvement Fund is not used for routine operating costs and salaries, nor be used to reduce the Fire Department’s overall operating budget.

Initial 20 Year Plan 2021 - 2041

  • A minimum of $100,000 will come out of EMS revenue on a yearly basis
  • A minimum of $100,000 will be earmarked every three years from the revenue coming from Bloom Energy
  • A minimum total of $2,700,000 will be accumulated if we adhere to this plan

Weather Emergency Improvements

Government Communication and Support in case of Severe Power Outages

  • Establish a Community Emergency Response Team (CERT) - a team of volunteers that checks up on our neighbors and on vulnerable members of the community
  • Establish a community message board in both Westchester and Town Hall
  • Purchase a generator (through ARPA funds) to keep Town Hall operation 24/7 during and following emergencies
